India Oman CEPA Comes Into Force Today

The India Oman CEPA has come into force today, marking a landmark moment in the economic relationship between the two countries and delivering immediate and substantial benefits to Indian exporters, businesses, and workers with strong ties to the Gulf nation.

Commerce and Industry Minister Piyush Goyal announced the development, describing the India Oman CEPA as a transformative agreement that will deepen both the economic and strategic ties between India and Oman and open new opportunities for a wide range of stakeholders including students, artisans, women, farmers, fishermen, and Micro, Small and Medium Enterprises.

The agreement comes into force at a time when India is aggressively expanding its network of free trade and comprehensive economic partnership agreements with key trading partners across the world, as part of a broader strategy to boost exports, attract foreign investment, and accelerate job creation across sectors.

India Oman CEPA: Key Trade Benefits and Market Access

The most immediate and significant benefit of the India Oman CEPA is the dramatic expansion of duty free market access for Indian goods in Oman. Under the agreement, 98 per cent of tariff lines covering 99.38 per cent of India’s exports to Oman will receive 100 per cent duty free market access with immediate effect.

This marks a dramatic improvement over the pre-CEPA trade arrangement, under which only 15.3 per cent of India’s exports to Oman were eligible for zero duty entry. Goods from India that currently face a 5 per cent import duty in Oman will now become significantly more competitive in the Omani market, giving Indian exporters a meaningful edge over competitors from countries that do not have a similar trade agreement in place.

Minister Goyal highlighted that the India Oman CEPA will benefit a broad cross section of Indian society, from large enterprises to small and medium businesses, and from urban professionals to rural communities dependent on agriculture and artisanal trades. The agreement is expected to open new markets for Indian handicrafts, textiles, agricultural produce, seafood, and manufactured goods, among other categories.

India and Oman: A Deep Economic and People to People Connection

The India Oman CEPA builds on a relationship that is already characterised by deep economic and human ties. Oman is home to nearly seven lakh Indians, making the Indian diaspora one of the most significant communities in the Gulf nation and a critical bridge between the two countries.

Indian remittances from Oman amount to approximately two billion dollars annually, reflecting the scale of the Indian workforce’s contribution to both the Omani economy and to household incomes back home in India. More than six thousand Indian enterprises currently operate in Oman, spanning sectors including construction, retail, hospitality, logistics, and professional services.

These existing connections provide a strong foundation on which the India Oman CEPA can build, with the agreement expected to further encourage Indian investment in Oman and attract Omani capital into India, particularly in sectors such as energy, infrastructure, and manufacturing.

India’s CEPA Strategy and the Broader Context

The India Oman CEPA is the latest in a series of comprehensive economic partnership agreements that India has concluded or is actively negotiating with key partners around the world. India signed a landmark CEPA with the UAE in 2022, which came into force rapidly and delivered significant trade gains in its first year of operation. Agreements with other Gulf Cooperation Council members and with partners in Southeast Asia, Europe, and the Americas are at various stages of negotiation.

The Oman agreement is particularly significant because it covers not just goods but also provides a framework for expanding cooperation in services and investment, areas where India has significant competitive strengths and where Oman is keen to attract high quality partners as it pursues its own economic diversification agenda under Vision 2040.

Minister Goyal emphasised that the India Oman CEPA is not merely a trade instrument but a strategic document that reflects the deepening partnership between two nations with a long history of civilisational and maritime connections stretching back centuries.

What the India Oman CEPA Means for Indian MSMEs and Workers

One of the most significant aspects of the India Oman CEPA is its potential impact on India’s Micro, Small and Medium Enterprise sector, which accounts for a substantial share of India’s exports and employs tens of millions of people across the country.

By securing duty free access for nearly all Indian goods in Oman, the agreement lowers the cost barriers that have historically made it difficult for smaller Indian businesses to compete in Gulf markets against larger players with greater resources to absorb import duties and comply with complex trade regulations.

For farmers, fishermen, and artisans in particular, the agreement opens the possibility of accessing a high income market with strong demand for quality Indian produce and handmade goods. The Gulf region’s large Indian diaspora provides a ready consumer base with familiarity and preference for Indian products, and the removal of duty barriers under the India Oman CEPA is expected to translate directly into higher volumes of trade and greater income for producers at the grassroots level.
