Delhi Police Cyber Fraud Network Busted, 9 Arrested

Delhi Police cyber fraud network has been busted with the arrest of nine people allegedly involved in a series of cybercrime cases reported across several states. The accused were operating from Meerut, Ghaziabad and Jaipur, with investigators linking the group to nearly two dozen complaints filed on the National Cyber Crime Reporting Portal (NCRP).

DCP Central Rohit Rajbir Singh said during a media briefing in New Delhi that around 19 complaints registered on the NCRP have so far been connected to the network. The complaints were filed by victims from Maharashtra, Karnataka, Bihar, Tamil Nadu, Telangana and Odisha, among other states.

Police uncover three-level structure

According to Delhi Police, the alleged cyber fraud operation was organised through a three-level division of labour, with separate groups handling different stages of the criminal activity.

One group allegedly focused on stealing mobile phones and other electronic devices. Another was responsible for arranging bank accounts that could be used to receive and move money. A technically skilled team operating from Jaipur allegedly handled the digital movement of the fraud proceeds through multiple bank accounts.

This structure allowed the alleged network to divide responsibilities among different members rather than relying on a single group to carry out every stage of the operation.

Police estimate that the complaints linked to the network involve approximately ₹65 lakh in total. Investigators are now examining the financial transactions associated with the accused to determine how the money was moved and identify any additional cases connected to the group.

Laptops, phones and bank records seized

During raids carried out as part of the investigation, police recovered a substantial amount of electronic equipment and banking material allegedly linked to the operation.

The seized items included four laptops, two tablets and around 52 mobile phones. Investigators also recovered 70 debit cards, 145 SIM cards, six Point-of-Sale (PoS) machines and 13 bank passbooks.

In addition to the electronic and banking-related material, police recovered ₹4 lakh in cash during the raids.

The seizure of multiple devices and financial documents is expected to assist investigators in tracing communications, account activity and the movement of money associated with the alleged fraud. Police are also examining the relationship between the different members involved in the operation.

Merchant IDs allegedly used for PoS machines

The investigation further revealed that the accused allegedly possessed several merchant IDs. These IDs were reportedly used to obtain PoS machines from banks.

According to police, the machines were allegedly used to withdraw and liquidate money obtained through fraudulent transactions. The use of multiple accounts and PoS machines is being examined as part of the investigation into how the network allegedly handled the proceeds.

The recovery of debit cards, passbooks and other banking material has also provided investigators with additional leads to trace the financial trail.

Technical method under investigation

Delhi Police are also investigating the alleged use of specialised software by members of the network. Police suspect that the accused may have used such software to access bank accounts and carry out transactions without using the SIM cards connected to those accounts.

The technical method allegedly used to conduct these transactions has not yet been fully established. Investigators are examining the electronic devices recovered during the raids to understand the software, digital tools and techniques allegedly used by the accused.

The investigation will also focus on determining whether more people were involved in the network and whether the accused can be linked to additional complaints beyond the 19 cases identified so far.

With the arrests and recovery of digital and financial evidence, Delhi Police are continuing their probe into the alleged multi-state operation and the movement of the approximately ₹65 lakh involved in the linked cases.
